PDF vs Accessible PDF: What's the Difference?
A regular PDF and an accessible PDF can look identical on screen. The difference is whether the file explains its content and order to assistive technology.
A sighted reader sees type size, spacing, columns, table borders, and equation layout at a glance. A screen reader needs the same relationships encoded as text, tags, and metadata. Without that layer, the PDF is a collection of positioned marks rather than a document someone can reliably navigate.

What makes a PDF accessible?
Accessibility is not a single switch. It comes from several layers working together:
Tags describe structure.
Headings, paragraphs, figures, lists, formulas, and tables receive the right semantic role.
Text alternatives explain visuals.
Meaningful images get concise alt text, while decoration stays out of the reading flow.
Language and title identify the document.
These metadata fields help a screen reader choose a voice and help a user recognize the file.
Headers give tables context.
Each data cell can be announced with the row and column headers that explain it.
Real text makes content available.
People can select, search, magnify, reflow, and hear the content instead of encountering a page-sized image.

Why it matters now
PDFs are web content when an organization posts them online. The U.S. Department of Justice's Title II rule sets WCAG 2.1 AA as the technical standard for state and local government web content. An April 2026 interim rule set compliance dates of April 26, 2027 for entities serving at least 50,000 people and April 26, 2028 for smaller entities and special district governments.

The hardest case: handwritten and scanned STEM
Ordinary OCR is designed to recover words. It may capture the visible characters in an equation while losing fractions, superscripts, matrix boundaries, operators, and the relationships that give the expression meaning. Table grids, reaction arrows, and hand-drawn diagrams create the same problem.
